**THE COMPANY**
**THE POSITION**
**OVERVIEW**:
The Human Resources Manager is responsible for all aspects of HR and EH&S; for two plants in Mexicali and Tecate Baja California Mexico. The role will provide a broad range of HR services in support of business objectives with emphasis on strategic business partnering. The position is based in Mexicali, B.C. Mexico.
**KEY Responsibilities**:
Legal/Compliance
- Identifies legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are complying.
- Maintains records and documentation, in compliance with government guidelines




- Coordinates employee training and maintains employee training records and job descriptions for compliance with ISO procedures.
- Perform detailed investigations of sensitive, complex employee relations matters that may escalate from the site level or that are brought up from the Ethics Hotline.
Talent Acquisition
- Coordinate staffing and recruiting activities across supported sites.
- Partner with site leadership as required to source, interview, and select direct labor, IDL, Salaried, or temporary positions in a cost effective and timely manner.
- Employ skill/behavioral based interviewing technics to ensure that new hires obtain a high degree of successful performance in their roles
- Partner with staffing agencies and site leaders to ensure that Short-term staffing needs are met.
- Responsible for performing site HR portions of New Associate Orientation and communicating new associate information to other departments.
Performance Management
- Coach/mentor associates at all levels of the organization.
- Lead processes such as performance ownership and compensation planning.




- Ensure all salaried associates are trained in the performance management process.
- Ensure annual performance review process is effectively implemented and tracked.
- Ensure that Supervisors and Managers are provided with guidance and tools to effectively manage associate performance and discipline related issues.
- Ensure that pay and promotion decisions are tied to performance with consideration of internal equity.
Talent Management
- Drive succession planning process for key roles in supported areas.
- Assist HR Leader in formal Organizational Talent Review Process
- Create / Educate / Manage Career Path’s: Functional, Leadership, Technical
Total Associate Engagement




- Proactively promote and maintain a positive work environment and drive total associate engagement
- Support leader driven action plans for annual NOM35 survey
- Prepare and lead new employee orientation / onboarding process
- Develop market competitive benefits programs such as health, life and disability insurance, pension plans, personal time accrual, leave of absence, and employee assistance.
- Represents the company at personnel-related hearings and workers compensation investigations.
**THE CANDIDATE**
**CANDIDATE EXPERIENCE and SKILLS REQUIRED**:
Education and Experience
- A Bachelor’s Degree in Human Resources, Industrial Relations, Labor Relations, Business, or related discipline is required. Master’s Degree in Human Resources or Labor Relations preferred.




- 7-10 years’ experience in human resources desired with roles of increasing responsibility.
- 3-5 years HR leadership experience (Human Resources Manager, HR Leader, HRBP, Sr HR Generalist ready for a promotion, etc.) in a manufacturing / operations environment is strongly desired. Multi-site HR Management/support experience is a plus.
- Human Resources generalist background.
- Familiar with NOM 35.
- Some experience/knowledge of EH&S; is strongly preferred.
- Elevated level of proficiency within a HCM and payroll system along with MS Word, Excel, PowerPoint, and Outlook
- Must be able to:
- Read, analyze, and interpret general business and governmental regulations.
- Demonstrate excellent interpersonal communication skills in English (fluent) and Spanish (fluent).

Knowledgeable of Ley Federal de Trabajo (Mexico Labor Law), IMSS Regulations, INFONAVIT, STPS (Secretaria del Trabajo y Previsión Social) and JCA (Junta de Conciliación y Arbitraje / Mexico Conciliation and Arbitration Board)
- Familiar with Mexicali is highly desired.
- Able to travel to Tecate (for the day) 2 to 4 times per month, as needed.
