** **Project Background**:
The USAID Improving Effectiveness of State-Level Justice Institutions in Mexico (IESJI) activity aims to increase accountability and improve citizen confidence in government by promoting greater effectiveness of the Mexican criminal justice system, primarily at the Mexican state level, through the implementation and institutionalization of more efficient justice sector processes, systems, and structures.
The IESJI activity will be implemented to achieve the following three objectives:

- Objective 1: Individual justice sector institutions use data and analysis and streamline internal processes in order to prioritize and fully prosecute higher-level, serious criminal cases.
- Objective 2:



Justice sector actors within the various institutions collaborate across institutions on policy, operations, resource allocations, information sharing, tools, and processes resulting in improved prosecutions and reductions in impunity.
- Objective 3: Results of institutional strengthening, collaboration, and reform are sustainable over time through durable partnerships among key local stakeholders (GOM, individual states, civil society, private sector).

** **Role's Purpose**:
The Deputy Chief of Party (DCOP) will provide technical leadership for the project's objectives with a specific focus on harmonization of activities, maintenance of technical rigor, meeting of performance targets, and efficiency in the delivery of technical insights and services.
S/He will manage senior technical director staff and Region Coordinators based in target states.
The DCOP may serve as Acting Chief of Party (COP) in absence of COP and will support the COP in the management of relationships with Government of Mexico (GOM) counterparts and local partners in target locations.

** **Objectives and Duties**
- Work with the COP to set strategic direction across IESJI's technical objectives;
- Provide leadership and day-to-day management of efforts to integrate cross-cutting activities (robust knowledge management and monitoring and evaluation practices, gender integration, and effective outreach and communications) into all technical activities;
- Support the COP in preparation of annual and activity work plans as set forth in the project design, contract, and deliverables schedule, working with the project team to ensure an integrated approach in producing all deliverables;
- Write and manage the preparation of technical documents, including reports, RFA and RFPs, subcontract and STTA SOWs, concept papers, and others as needed and requested by the COP;




- Ensure that project deliverables are technically sound, of highest quality, delivered on time, and meet specifications as set forth by the client;
- Support the project in organizing training events, and where possible provide technical expertise in one or more of the following areas: justice sector development, training, and capacity building; legislative reform and policy making; and/or civil society development/NGO capacity building;
- Serve as a senior representative for the project with external stakeholders (ministries, GOM institutions, other projects and donors, etc.)
as required by implementation requirements and agreed upon with COP;
- Serve as the focal point for oversight of technical spending projections, ensuring collaboration and communication between technical and operations teams to align project activities with the budget;




- Serve as Acting COP in the absence of the COP, with all technical, administrative, and operational responsibilities;
- Directly supervise and be responsible for the performance of senior staff as assigned by the approved organizational chart;
- Other duties as may be assigned by the COP for successful achievement of technical objectives.
**Qualifications**:

- Graduate degree in law, public administration, or other relevant field;
- 5+ years of experience in international development project management;
- 8+ years of relevant technical experience in criminal justice system and legal reform in Mexico at the federal and state level;
- Familiarity with the implementation of GESI approaches in justice reform;
- Experience implementing adaptive management in local systems approaches;




- Demonstrated ability to manage for success in multi-component projects with multifunctional teams;
- Knowledge of USAID program cycle, agency policies, regulations, and reporting requirements preferred;
- Fluency in Spanish and English.
