Responsibilities Summary: The primary purpose of this position is: To plan, organize, and administer the establishment, development, and sustainment of Office of Defense Coordination (ODC) and U.S. Embassy Country Team Counter Narcotics (CN), Counter Transnational Organized Crime (CTOC), and Counter Threat Finance (CTF) efforts in accordance with USNORTHCOM strategy and policy. Ensures the coordination and collaboration of strategy and planning requirements with domestic and partner nation security forces at the national and department levels to include supported and coordinating agencies as well as U.S.



Department of Defense (DOD) components and counterparts. Duties: Plans, organizes and administers the development, establishment and sustainment of USNORTHCOM, ODC, and Country Team CN & CTOC activities. Represents USNORTHCOM in a variety of installation and functional area organizations. Organizes working groups to optimize use of resources and maximize efficiency and effectiveness of the organization. Requirements Conditions of Employment Qualifications Conditions of Employment (Continued): This is a Language Designated Position. Employee is required to demonstrate Spanish Language Proficiency Level 2/2+ (General Professional Proficiency) in any combination of two or more modalities (listening, reading, and speaking). Employee is required to demonstrate proficiency in Spanish according to the certification schedule found in DoDI 1400.25- v2016, Appendix to Enclosure 3, Foreign Language Proficiency Certification Schedule. This position is designated by the Air Force as a Test Designated Position (TDP)



under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment.



The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position. May be required to perform Battle Roster functions during Exercise and Real-World events. Battle Roster functions may include, but are not limited to, Future Operations Center (FOC), Future Plans Center (FPC), Joint Logistics Operations Center (JLOC), N&NC; Deployment and Distribution Operations Center (NDDOC), Joint Intelligence Operations Center-North (JIOC-N), Joint Cyber Center (JCC), and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations. YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility.



A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. Employee must obtain a medical clearance to be assigned to a post to ensure they are eligible for benefits under the State's Medical Program (MED) and or to ensure that medical services are available for employee and their dependents. Without a valid medical clearance or waiver, employees and their eligible family members would not be eligible for medical benefits and related allowances, such as medical travel, medical per diem, hospitalization, and access to health units. This requirement helps to ensure that employees and their families are medically fit for the conditions at the post and can receive necessary medical support while abroad. Qualifications: In order to qualify,



you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Miscellaneous Administration and Program Series (0301) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include master knowledge and understanding of CN/CTOC/CTF, and TNT strategy to include organizations and agency current missions, capabilities, organization and operations; knowledge of various federal, state,



and partner nation operation centers; other Combatant Commands, the military services; the National Guard; the Reserve forces; the US DOD; US LEA; Mexican Defense and LEA organizations; ONDCP, DHS, CIA, DEA, CBP, DOJ, etc. is required; thorough knowledge of current military law, joint doctrine, joint plans, policies, and practice, as well as a comprehensive understanding of US government treaties, agreements, multi-lateral and bi-lateral international agreements, security assistance plans, US security requirements, arrangements and other pertinent laws, doctrine, policies, and procedures; master knowledge of military air, land, maritime concepts and principles; DOD military command and control operations, command and control of air, land, and maritime forces,



geographical areas of responsibility as pertains to the Geographical Commands, air, land, and maritime combat operations at both the operational and strategic levels of war; master knowledge of mission and organization, involved agencies, departments and bureaus as applicable to the President's National Drug Control Strategy, National Interdiction Command and Control Plan, DOD CN/CTOC/CTF policy, strategy, and guidance; this includes knowledge of foreign and domestic civilian and military operations, organizations, and processes; and comprehensive knowledge of DOD and interagency security policies and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.



One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of strategic and operational strategy and policies, papers, reports, and briefings on CN/CTOC/CTF related issues. Knowledge of global drug movement and geopolitical issues; civilian and military leadership interaction; CN/CTOC/CTF partner nation security; military force capabilities and structures; emergent global illicit threats; military law and doctrine; national intelligence organizations; and other pertinent interagency organizations. Knowledge of task management tools and computer processing suites. Skill to accomplish liaison and coordination with counterparts in policy, law enforcement, the Intelligence Community, and partner nations; and in leading staff members who must work together to establish processes and procedures for dealing with situations that may be national or local in scope. Ability to present and defend CN/CTOC/CTF positions to a variety of audiences including DOD, interagency, domestic law enforcement, and partner nation officials. Ability to recognize and analyze CN/CTOC/CTF problems and issues, conduct research, summarize results, articulate programs, procedures, and policies clearly and concisely in written and oral communication and make appropriate recommendations for resolution. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
